Is CN107 the same material as ASTM C71500?

Yes. Both are CuNi30Mn1Fe, 70% copper and 30% nickel, in seamless heat exchanger tube form. CN107 is the BSI designation under BS 2871 Part 3; C71500 is the UNS designation under ASTM B111. See our ASTM B111 C71500 page if your project needs the US designation instead.
